Context

Madagascar counts nearly 18 million people with 2 millions living in the capital city, Antananarivo.
Women's conditions are difficult as much in terms of legal recognition of their equal rights as in the different spheres of their everyday lives (family, work, education…). The Malagasy culture is still very strongly based on a non-egalitarian system that impedes development.
Domestic violence is a particularly serious issue that everyone knows about, but that remains hushed and ill-known.

Purposes

The general objective is to reduce the prevalence of marital violence in Antananarivo and to develop practical guidance and empowerment solutions for the female victims.
In the framework of a networking strategy, 5 specific goals have been established:
- Create a "resource centre",
- Implement a mid-term psychological and social support for the female victims,
- Establish a network of fieldworkers,
- Raise awareness among the Malagasy population and provoke a change of behaviour,
- Generalise women's rights and strengthen the legal framework for a better protection of the female victims.

Activities

- The members of the association will carry out a study on the status and issues of violence in the community. They will provide training, raise awareness, support social players, such as the social monitoring unit, the Police, the Gendarmerie and hospital physicians, in their activities.
- The unit will be supported to become autonomous. It will enable the creation of a women victims association.
- Awareness will be raised through a regular radio show, a website, preventive actions in high schools and youth movements, club creations and media coverage.
- A working group will be established in collaboration with the Ministry of Justice to focus on the legal management of marital violence.

Support and Monitoring

The foundation's support

On 17 June 2010, the Selection Committee decided to grant the project the amount of €50,000 over two years.

Expected results

The expected results are the following:
- 300 women supported in a reconstruction and empowerment project,
- Implementation of support and counselling rooms, with the participation of different partners,
- The stakeholders (social welfare, Police-Gendarmerie, health, justice and institutional) will enhance their expertise as they care for female victims and their orientation,
- The social monitoring unit will lead a network of 40 active associations and edit an updated stakeholder directory.

Performance indicators and timeline

The performance indicators are the following:
- Number of women integrated in the mid-term support programme.
- Number of female victims who benefit from micro-credit or develop an income generating activity.
- Number of articles or talk shows denouncing violence against women.
- Number of media disseminating the awareness tool and frequency.
- Number of cases recorded by the Police and the Public Prosecutor.
A study based on the 2008 perception survey, will be carried out to assess the progress in the perception of violence and its social acceptance.
