In Colombia, the city of Sincelejo shelters large numbers of displaced persons fleeing conflict areas. The rate of sexual violence in the city is much higher than the national average (62%ooo vs. 48%ooo*). The victims are primarily women (84%) and/or minors (85%), mostly children under the age of 14. Every hour of the day, a girl is the victim of sexual abuse.
Yet, services caring for sexually abused children are still highly fragmented among a multitude of diverse institutions, lacking any sufficient coordination to help the victims efficiently.
Impunity remains prevalent, which, apart from judicial dysfunctions, may also be explained by the taboo about acts of sexual violence, often occurring within the family. In 80% of all cases heard in court in 2009, the victims knew their abuser.
It has therefore become urgent to build the capacities of community organisations to deliver an integrated and structured response to the various types of sexual violence.
The overall goal of the project is the prevention of sexual violence against children and adolescents in Sincelejo, by promoting their sexual and reproductive rights.
Plan France proposes to:
- Bolster the knowledge and capacity of children and adults, with guidance and support on the prevention of sexual violence and the promotion of sexual and reproductive rights;
- Raise the communities’ awareness to sexual violence and the means of protection;
- Build the capacities of the competent public institutions for improved prevention and care of sexual violence victims.
- Education of children and adolescents and their entourage (parents, teachers) on issues of protection against sexual violence;
- Training in the detection and prevention of sexual violence, for youngsters, parents, teachers and the 25 civil servants in charge of child health and welfare;
- Raise the communities’ awareness via community-based initiatives (youth clubs, theatre) for young people, and a communication strategy adapted to the local context;
- Share the lessons learned from these initiatives with other districts and key players;
- Strengthen the capacity of public health and welfare institutions (healthcare centres) to improve the care given to sexually abused victims;
- Improve access to healthcare and to fair information for both girls and boys.
At its 20 October 2010 meeting the Selection Committee decided to support Plan France's project with a €38,200 grant.
- 625 persons have been trained;
- An educational kit called Cógela Suave was developed, printed and circulated (stressing information on sexual violence, gender and masculinities);
- A communication strategy on sexual violence was implemented (prevention, detection and protection), and is now used in 80% of the youth clubs;
- A city-hall community meeting addressing this issue was attended by civil servants working in healthcare, child welfare and protection and education, groups of youngsters and youth clubs;
- The healthcare and welfare service channels in charge of sexual abuse and sexual rights violations are now much more aware of gender issues.
